PayPal Express - Commercial rates

PayPal Express still seems to send back residential addresses as being commercial. Is there a way to fix that? The one solution that I can think of is to always convert commercial addresses to residential on Checkout/ShipMethod.aspx, prior to querying for rates.

This is a bug that goes back to at least 7.06. Nobody will address the issue. Very disappointing. I guess they don't know how to fix it. I have not tested this, but it seems if you go through the full checkout process then choose Paypal payment method, it uses the residential rates, but if the customer chooses the "Express" button from the mini cart, they get commercial rates.

It can be frustrating when you see comments like this, yet I've looked through all the places where we take in bug reports and found nothing. Please use the green Feedback button within the application to report issues!
