R8 and partial payments on an order

I was asked to check on this by someone who thought it might be a bug, but I'm leaning toward thinking it might be interpretation of the setting. If someone had the option set to Create order and allow partial payments or multiple payments, is the order supposed to go through even if the customer didn't pay the complete amount of order? For me, that is what the description sounds like, but I need to make sure it shouldn't be stopping the order from being placed if the total isn't paid.

Yes, you are correct.

Allow Partial Payments will create the order and allow partial payments or multiple payments by way of the paymyorder.aspx page.
