Compression of static files

We are trying to improve the performance of our websites, and one of the main remaining tasks that is being suggested by website speed tests is to compress files such as our CSS and JS files. Reading has confirmed that, while we have compression turned on for static files, IIS does not compress files hit less than twice in 10 seconds. For most of us, that just isn't going to happen. I found some discussion on this previously, but it is a couple of years old and refers several versions of AC back.

There was talk that we could potentially add something to the web.config file that would force compression of static files, but no answer was ever posted. Has anyone found a way to enable compression via the web.config file? If not, has anyone found how to get compression working for files that may get hit slightly less often than IIS seems to want? In case it helps, here is what we are running:

Windows Server 2008 R2
IIS7.5
SQL Server 2008 Standard
AC Gold R8 (soon to be R9)
