Multiple Addresses and OPC not working right

Using OPC and with Multiple Addresses enabled, it's not working right. The first time a customer enters the checkout, the multiple addresses button does not appear and there's no way for them to enter multiple shipping addresses. If they exit the checkout and enter again, it shows up as it should. I tested this clearing cookies or using site.com/default.aspx?NCP=1 to start with a fresh cart and clear the addresses out of checkout as would be the case for a first time customer.

I see the Multiple addresses button greyed out until you enter the first address then it's available. I really think the standard checkout without guest checkout enabled is better if your customers frequently ship to multiple addresses.

The OPC kicks you back to user registration to create an account before you can add multiple addresses.
