When a customer purchases a gift certificate and it is validated, he receives a "Gift Certificate Validated" email. Isn't supposed to include the serial # so he can use it?

From the Able Help site:
If you are going to sell electronic Gift Certificates, then you will want to review and edit this simple email. When the Gift Certificate is validated by the merchant, this email is sent automatically to the customer. It has instructions to view their Gift Certificate Serial Number online, by logging into their account. The serial number is the same as cash in your store and is not included in this template. In fact, email should never be used to transmit any kind of secure information.
However, if you want to include it in your email, put this into the template:

$giftcertificate.SerialNumber

Is there a downloadable "Certificate" the customer gets? They usually need to present something to the receiver of their gift.

There is a printable Gift Certificate page that the gift giver can use to send the recipient. I would not recommend using email to send the gift certificate serial number. Email is not secure and you (and the customer) would be assuming some risk in doing that.

I'm not really sure that AbleCommerce was really designed for electronic gift certificates. I know it is possible because all you have to do is make the product 'download only', but as far as delivery? I can't say there is a great solution in place now. You might want to add some custom text to the /members/MyGiftCertificate.aspx page recommending that the purchaser of the GC print the page and send with a card to the recipient. Heck, you could even pick up some gift cards yourself and have this as an option during purchase.
