Attaching a PDF for viewing before purchase

We want to be able to attach a PDF or other document that customers can view while browsing products for most products. Customers should not have to purchase the product prior to viewing this. We also want it to be easy for our client to add/upload the pdf.

Is there a recommended way of doing this?

For this, I would recommend providing a direct link to the PDF from the product description. Setting up digital goods through the interface requires that you configure purchase and download rules, and these wouldn't apply in your case.
We also want it to be easy for our client to add/upload the pdf
This would likely be a big project and additional information is needed. Think about potential security issues because you would need to prevent anonymous users from uploading viruses. There is a lot to this idea, and it's not really possible to give much advice without knowing more about the project requirements.

We don't want users to be able to upload documents, just admins. The problem with the solution you offer is it doesn't make it easy for admins to do this and it doesn't allow us to make the field required or to render it separately as part of a template.

Not the best way for your situation David, but you could go into the Admin -> Configure -> Security -> System Settings. In the FIle Upload Filters area add pdf to the Assets and then the admin users on your site can upload files via the Catalog -> Images section of the admin center.

After that the admin user can add the link in the description to the pdf file that they uploaded using the wysiwyg editor if they dont know how to use <a href=""></a>
