Gold R8 to R10 Upgrade - Lost PayPal & UPS settings

Hi -
We are working to upgrade from Gold R8 to Gold R10. Everything works great on our local development server, so I went to deploy to live following this process:
1) Installed base AbleCommerce on production server to ensure everything worked
2) Pointed database.config to my existing Gold R8 database; Site loaded correctly and I assume database was upgraded automatically
3) Merged my local files with live production files, except for web.config, ablecommerce.config, database.config and encryption.config
4) Everything seems to be working - themes, data, etc however I noticed I wasn't receiving shipping rates
5) Reviewed UPS settings and discovered that UserID and Access Key were empty
6) Opened PayPal settings and discovered that PayPal account and some API info was blank
I can't figure out for the life of me why this may have happened only on the production environment. Has anyone seen anything like this? Is there a way to confirm my production database was indeed updated automatically?
