More "granular" permissions assignment to Admins?

Is there any way to assign more granular permissions to a person or admin group?

I want to give a person the ability to manage People, Groups, Coupons, Discounts, Orders (and a few other things), but NOT anything in the CONFIGURE menu (Store, Payments, etc), nor anything in the WEBSITE menu (Themes, Layouts, Webpages, etc), nor anything in the CATALOG menu item (Categories, Products, etc).

None of the existing permissions groups provide exactly what I want. In order to provide all the permissions I want to allow, I have to assign as a Junior Admin, but that really opens up TOO much.

Any way to allow/deny specific functions under each main menu item in the backoffice - kind of "buffet style"?
