Paypal Partial Refunds Not Working

I have a little more researching to do on this (tomorrow with a fresh set of eyes!), but I've just discovered that it appears that PARTIAL refunds (initiated in the Able backoffice) to Paypal accounts are not working.
To do a Partial Refund, I'm hitting the ISSUE REFUND button in the AC backoffice, then just changing the Amount to the amount I want to refund. It APPEARS to work, here's what I'm seeing in the Payments tab after doing a partial refund:

But when I go to my Paypal account, there is no record of the refund - no money has left my account & customer does not actually get the refund.
FULL refunds to Paypal accounts work fine, it's just PARTIAL refunds that are not working.
This is only for orders that were paid with funds from a Paypal account - not credit cards. If order was paid with a credit card (which we process with the Paypal Payflow Pro gateway), refunds (partial or total) go through fine.
Any thoughts?
We also continually have problems getting IPN's back from Paypal, but... I'll leave that for another thread I guess!
