Is there any way to quote all shipping methods in the store when an admin places an order through the admin order entry?

In 7.x, all ship methods were shown even if they weren't available for the given shipment. There was an indicator with each method to show which methods were not available for the shopper/shipment.

We'd like to make that happen again in Gold. Any ideas?

Are you sure if it was that way and not some customization? What would be example criteria to test this? If shipping method belongs to a different zone would it still appear? I tried this in AC7 and it only listed the method that applied.
