changing shipping method - no balance due?

If I change the shipping method in admin and there is a balance due there is no option for the customer to pay it in their account. Am I overlooking something?

Did you use the recalculate shipping button from the Order Items page so the order balance shows an amount due?

Are there any existing payments that need to be removed or voided?

And recalculate taxes as well if your customer is in WA state. since WA state charges tax on shipping.

Yes I used the recalculate shipping feature and it shows a balance due but when you log in as the customer and view the order it does not show the pay balance due button.

I can do some testing today. Can you tell me if there are any unprocessed payments on the order (including any authorizations)?

Nope.. the customer has a completely paid for order and then I change the shipping method that makes them have a balance but it does not show the normal option to pay the balance in their account like when we add items to the order.

I just tested this and it is working fine for me.

1. placed order and captured payment so there is no balance due
2. order is unshipped. changed the shipping method so there is a balance due (order still shows paid)
3. went to Items tab and used the Recalculate Shipping button. (order now shows unpaid in red)
4. refreshed the customer invoice page. there is an option to pay the balance

Ok I see this now but why is this a two step two screen process? Why does changing the shipping method not automatically recalculate shipping? This makes no sense to me.
