If we create a manual order in the backend to for instance send a replacement part. During the order creation tax is collected but then we go in and zero the item and shipping but we cannot zero the tax.. unless I am missing something?

I am having some issue with my Avalara test/sandbox account. I am trying to get a new test account to confirm your mentioned issue.

Please post more details about the issue meanwhile. And if possible please post some screen captures related to the issue.

Just create a order that adds tax.. then try and change the order to $0.
