error entering encryption key

I upgraded to the final build 9879 and just noticed that my charge card info in the database hadn't been encrypted after that date. I tried generating a new encryption key, but nothing changed as far as the wording on the admin page. So I tried to restore my old keys and got an error message- sorry, but I panicked and didn't take a screen shot when that happened. Then I tried generating a new one again and still got no changes in the admin and it says I don't have an encryption key set so I can't download the key. I checked in the database after doing this and the charge card account data is encrypted now, but when I go to display the info for an order, it shows garbage, which is better than it not being encrypted. This was a live site so I don't want to mess around more with it, but wanted to post something here. I'll do an upgrade on a test site and see what happens.

I just did it on another site and got the same problem, so I'm posting a bug.
