USPS and FedEx modules pass incorrect box count and weight

We have been able to track the problem down to the USPS and FedEx modules in AC7. In debug mode only one box count is being sent and the total weight/dimensions are incorrect. We must have something configured incorrectly. We ship two bike boxes, one with a bike frame in it and the second box contains, wheels and any selected kits set up for the bike. Both the products (the one for the bike and the one for the kit) are marked ship separately, each has dimensions and weights. The kit or components are set up to use Product Weight. Changing it to a fixed weight did not make a difference. What are we doing wrong here?
This is critical as the client is trying to go live. Any help is appreciated.
