Sales Tax on Coupons

Have a client using RC3 and it doesn't appear that Sales Tax calculation is refective of the value of a coupon. Is that corrected in an upgrade, or is there a configuration setting that I am missing?

You can try to reproduce the problem on some store running latest version.

We are currently developing a site and it appears that this behaviour has been changed. Can u vefify that RC3 did exclude taxes when calculating taxes?
