Installing WSE 3.0 for AC 7.0.2

The installation requirements help states that for using Paypal or Cybersource payment gateways, we need to install Microsoft Web Services Enhancements 3.0. If I install AC 7.0.2 targeted at .Net 3.5 and use Visual Studio 2008, do I still need to install WSE 3.0 for these gateways? That is, are these gateway services built on .Net 2.0 and thus require the WSE 3.0 regardless?

Does .Net 3.5 include WSE 3.0? I always thought WSE was separate from the .Net install.
