Clients are experiencing errors but the date of the log has not been changed for 2 days, nor has what I see in the admin.
Seems since the site has launched I have not been able to open the log without refreshing the AppPool. Is that the only way to be able to view this?
Is there a specific permission I need to set?

You need to have permissions to create and write/modify files in the app_data/logs/ folder. If the app.log file is really large, that might explain why it's not opening.
One thing you can try is to take a backup of this file in a temporary folder and then delete it from the /logs/ folder. You should see it re-create itself with new log entries.

The file isn't very large and the write issue seems to happen intermittently.

I don't know the answer, but every once in a while I run across a site that we don't host where I can't download or view the app.log. I just figured it had something to do with ftp permissions the hoster had set up.
