USPS change to first class... not loading rates
First class was not working so I searched and found this.. was there a name change that broke this?
September Rate Change
The U.S. Postal Service announced that it will increase its rates on First-Class Mail® Parcels (FCM Parcels) by a weighted average of 9.9 percent, effective September 3, 2017.
The Postal Regulatory Commission’s approved the reclassification of First-Class Mail Parcels as retail prices for First-Class™ Package Services (FCPS). FCPS allows you to ship light packages weighing under 16 ounces. Prices within the new Retail category are available for items weighing not over 13 ounces and will range between 14 percent and 31 percent higher than Commercial prices. Note: Signature Confirmation has always been available for FCM Parcels and will continue to be an option.

I've never seen a rate change that prevented a service from appearing.
One thing you can do is try to match the shipment specifications at USPS.com and your store, they should be giving you the same available services.

They changed the name to: First class package service-retail.
I also am not picking up the rates and most of the business ships
USPS FCP.

One thing that could be tried quickly is to open the "uspsmethods.csv" file in the app_data folder.

Restart the application after changing.

I got the name from postcalc.usps.com when I had to do a manual shipping estimate.

I'm still unable to see that shopping option in the cart, even after updating the .csv, restarting the service and adding the shipping method. Any suggestions?

REMINDER -
After making the change to the CSV file, you need to recycle the application, or restart the website.
Then, go to the USPS configuration page, remove the existing configuration for "USPS First-Class Mail Parcel" and ADD the updated one "USPS First-Class Package Service - Retail".

Uh...yea. That was fun.
I wish now that I saved the link, but somewhere in the USPS change log for Sept. 2017, I actually found "TBD".
Unfortunately, this won't be the last we hear of it, as many merchants probably don't even realize it's broken right now. We'll get some official documentation put together and posted in the feed.

Sorry about that. I was interrupted after making the second (and correct) post, so it took me a few minutes to get the first post updated. Both are correct now.
To recap, here are the complete instructions on how to update to the new USPS First Class service:
1. Make a backup of the "uspsmethods.csv" file in the app_data folder. Open the CSV file. You may need to stop the website if the file is in use.
note: I had some personal trouble with Excel and saving the CSV file. It kept getting corrupted. If this should happen, rename the file to a .txt, make the change, then rename back to .csv.
2. Make the following change to Row/Line 13
From -

I am having issues too..... but my site is still in development, so it's not as major.
I've completed this change, following Katie's recommendations, and I've still been unsuccessful in getting USPS rates to display at all.
I even changed the group assignments so that my ONLY displayed rates would be USPS.
I could see all my UPS rates without any problem, but USPS rates aren't showing up.
I enabled logging on the rate calculation and inside the /App_data/ folder and the log is showing responses from the USPS server.
Unfortunately, no rates are being displayed to the customer in the store.
I know that it's not a product issue (since UPS rates are being shown).
When I 're-enable' the group assignments to allow "all groups" to see all rates, I can only see the UPS rates.
I've even completely removed the USPS integrated carrier configuration from the store and re-added it..... no dice.
This is exceptionally odd, yes?

Make sure that all USPS methods that you want to use are available.
There are 6 iterations of most shipping services, so make sure you have them all selected. USPS will return one of those depending on the scheduled delivery date calculation between the origin and destination zip codes. Possible values: “1-day”, “2-day”, “3-day”, “military”, “apo”, etc. So, it's required to configure all possible variants for a service/shipping method you want to configure.
There are 6 iterations of most shipping services, so make sure you have them all selected.
