Where is my GoogleCheckout "gateway"

Where is my GoogleCheckout "gateway"

I am running 7.0.3 build 12458 and I do not have a GoogleCheckout option on the payment gateway setup page.

Anyone know why? I thought it was available with 7.0.3. The dll is in the bin and controls are in the checkout folder.

Am I missing something?
