API callback URL in Google Checkout configuration

What is the purpose of the API callback URL configuration in the Google Checkout gateway setup? Is this feature supposed to automatically send customer, order, and payment information from Google Checkout to AbleCommerce? What does it mean by "Level 2 integrations only"?
