Shipping Credit to Customers

We offer free shipping on all of our items to the Lower 48. Of course, there is a certain amount built into the price of each item to cover this. However, if a customer in Hawaii or Alaska or any foreign country checks out, the shipping API for USPS and FedEx show the total amount of cost. I would like to be able to deduct the amount of the built-in shipping charge and show the customer only the net additional amount required. I'm guessing I could set up product custom fields to hold this credit amount, but does anyone know how I could get that to be deducted from the amount returned by the shipping APIs before displaying it to the customer in the shipping method dropdown? I'm using OnePageCheckout. Thanks for your thoughts!
