R3 - Order Notes Bug? or Intentional?

Hello,
I'm testing out the flow of order processing, what (if anything) is restricted by order status and what produces automatic log in the Notes section.

I'm signed into our Dev install running Gold R3 (build 5078).
I placed an order as a customer account using Paypal as a Payment (Authorized, not Captured).
I then signed in under a CS Rep account (Order Admin), captured the payment, split the shipments into two packages and marked the shipment as shipped. Editing the qty of items on shipments produced no log entry. The customer acct was listed as shipping the package.

I was expecting that the actions made under the CS Rep account would be recorded to indicate what the rep did.
But the result was a mix that seems counter-intuitive to me. Am I missing a functional concept or is this a bug?

The system notes added automatically are associated to the customer account. The notes that are explicitly added by the CS rep will be associated with the CS rep.

Is there another place that the user making these type of changes to the order would be logged?

The splitting of the order into two shipments and altering item qty in the orders were done by a person, not the system, and not logged here(anywhere?). Which seems like they should have at least been logged & associated to the customer acct by your statement.

The CS Rep is the one who then changed the order status by shipping one of the two packages, though I can sort of understand how that could be viewed as a system action. It still was not done by the customer (unlike placing the order & submitting payment), so it seems an odd choice of association vs say a generic 'system' reference.

I just want to make sure that I'm not missing a standard functionality before I start looking for a custom or a reasonable training workaround for us.
