USPS changes Aug28 2016

Someone sent me info about this change so I'm checking to see if anything needs to be changed in AbleCommerce.

Hi Judy,

Price changes don't affect us. We only have to update our integration when the service names change.

For the new services to Cuba, that should automatically start working because we just send in the address and USPS sends back all available services to that destination.
