Partial refund isn't working on Paypal Website Payments Pro

I just totally messed up a customer order trying to issue a partial refund. The Refund Payment option refunded the entire payment amount even though I specified a different amount of the screen.

Do I have something set up wrong?

I use paypal pro you can refund any amount
login find the person you want to refund click on detailslink in blue
go to the bottom of the page. Click on issue refund .New page opens up go to refund amount box enter what you want to refund
Hit continue

Yes refunds are possible from the PayPal merchant screen, but I indeed need to have it working in AC7.
