Because of the issues discovered in RC1, we are going to publish an updated RC2 release. As far as I know, this is expected early this week.
The major issues we have addressed deal with PayPal and Google Checkout.

Our Authorize.Net integration is included in all releases we've ever published, including the current RC1. In RC2 we did address some possible troubles with anyone using the Wells Fargo SecureSource product with A*net. Mainly, refunds would be broken in RC1 for SecureSource customers.
The thread you refer to is a developer resource - we made the source code for the Authorize.Net integration freely available to everyone. This is so anyone wanting to produce their own payment gateway will have an example to work from.

To set up Authorize.Net for use in AC7, you would go to the Configure -> Payment -> Gateways menu. Click add gateway, then choose Authorize.Net. At that point you'll need your Authorize.Net merchant account information.
If you need a merchant account, yes for that you have to contact Authorize.Net.
