If you want to Add FAQs as html pages you can do so by adding new Web pages to AC.
If you are looking for some kind of a system for managing FAQs then it is not available out of the Box. Such a system would probably never be part of core Ablecommerce. You may consider using third party FAQ managers for this purpose.
