Moving from GoDaddy to ??? Help please

So we have one AbleComm site on GoDaddy which works fine. We have another one which is down more than it is up. I need to transfer that installation to another host.

Two Questions -
1) Is there any windows hosting solution that has a control panel similar to cPanel, which is what I'm used to?
2) I actually set up an account with DiscountASP.net to test it out, and am a little lost as to what I need to do to transfer files, set up email, etc. Is there anyone out there who could transfer our AbleComm installation from GoDaddy to DiscountASP and set up our email through them as well? If this is something you can do, please let me know how much you would charge. We have a lot going on here these days and it would be worth it for us to have an expert do the move rather than have me struggle through it.

Any help would be greatly appreciated.
