Shipping Method problem

We are having a problem with applying shipping to an order.

If a potential order has just one item, we are getting the following message: "No suitable shipping method available to ship the products in your basket. Please contact the merchant for assistance in completing your order." It does not seem to matter how much it weights.

I have created a test order with only one item and a quantity of 1. This test item weights 1 pound, and if I increase the quantity to 2 and attempt to apply shipping, I see all of the shipping methods, but if I change it back to a quantity of 1, then the message that there is no suitable shipping method available reappears. This message is displayed when you use the shipping estimate as well.

Any ideas?

We use UPS and USPS. I know if the order is small it wont offer UPS. This really should be fixed but I never posted a bug report for it.

We are using UPS, USPS and Fed Express.

At one pound it wont list usps rates? I would double check everything as it should atleast display usps.

I just noticed that all of our shipping methods have a $15 minimum which explains why I am getthing this message.

I have a similiar issue with products under 1lb do not calculate shipping rates with UPS.

Any idea how this can be corrected?
I'm open to work around or ideas since this is a major headache for our staff?

I believe that those parts would have to be rounded to 1 lb.

What do I do with products that like a photographs that are shipped in an envelopes?
