Russian address

I cant get the system to calculate shipping for a russian address. I can go to usps and ups and get rates that way but the system gives a index out of range error each time..any clue on how to fix this?

What is the Russian address?
What services to you have selected for UPS and/or USPS so we can attempt to reproduce the issue?
What build of AbleCommerce are you using?
