implement USPS

Hiiii,
First of all thanks a lot for previous helps.
i am using ablecommerce7 licenced version ..for shipping there are three options are in ablecommerce(Country,State ,City,Postal code) .but i am designing it only for "United States" .so i have removed Country and State and city option..but after that when i enter postal code of any province(US province) shipping charge deduct 20% for all provinces..how to manage this properly.can i take provice option too.
what is USPS (United States Postal Services) i have API's and user id password for implementing this..but dont know how it will implement and what exactly the utility of this feature..
please let me inform on priority,,,,,

Hello ,

when i follow your instructions It only asked userid but i have UserName and Paswword..i havent find option for username and password. where should i enter this..
i have also follow the procedure like

please let me know first what is the utility of USPS and how it will configure with my ablecommerce application..when i used these two option then
1) Add Integrated Carrier Method :-no shipping method is defined error is occured
but when i used
2) Add Custom Method :- it is working
please give proper instructions for right solution..

When configuring USPS in Ablecommerce, all you need to do is to provide the User Id.
