Paypal button not including shipping charges for order.

Commercebuilder.PayPal.dll version: 7.0.10840.0

The payment record is correct in the database, but the paypal site is not including the shipping charge. It seems like its passing at least tax calculated with the product total.

I am advising client to check Paypal store settings to see if the issue is a configuration issue there.

Any help would be appreciated.

It seems like it's behaving like paypal express where you have to come back to store to select shipping and then go back to paypal.
