Warehouse ERROR- tax error - count in the minibasket 7.0.2

I've one warehouse address > US, California!
When the new customer going to checkout page in the Country: selected United State - must be "select" or "choose" or not seted "-----"!
Why is the default address foe new (not registered user) selected as warehouse address of store??

Also I've the tax rules for California (warehouse address is US,
California too) in the checkout page I fond that tax added to the
summer of order! Why???

And one more: I have using the data (total product added to the cart
count) from mini basket control, and now (after update) I fond then
count of the product not correct! adding addition the shipping and tax
for each product! I think that is not correct - the tax and shipping
not the product!
How to get the correct product count that is in the shopping cart
now??

There are new settings in the admin for taxes. Did you do the post upgrade tasks for 7.0.2?

Here was the link for the post upgrade tasks- it says 7.0.1 to 7.0.2, but I had to do it on a build 10863 site

I download the last archive of AC 7.0.2 from ablecommerce.com and setup a new store! Configured it too! The same errors!
