I'm running into some issues configuring zones when using the Exceptions option.
I am setting up a zone with the following parameters:
Country Filter: Include Selected Countries
Selected Countries: United States
Province Filter: Exclude Selected Provinces
Selected Provinces: Louisiana, Massachusetts, Michigan, Armed Forces Americas, Armed Forces Europe, Armed Forces Pacific
Correct me if I am wrong, when paired up with a shipping method, this would present the given shipping method at checkout for any address OUTSIDE of the "selected provinces". Instead, it is only allowing me to complete an order if I enter an address that falls within the provinces. If i change the Province Filter to "Include", I do not get any different results which seems strange.
Can anyone pinpoint what I am doing wrong here? Thanks.

I guess this didn't fully solve my problem, let me explain a little more in depth.
I'm having a problem when users use the Shipping Calculator. For example, I have a zone called "Contiguous 48" which includes just the contiguous 48 United States, not zip code specific, just the states or "provinces" as the config calls them. When the Shipping Calculator is used, the only real information that it is checking is the Country and State. I can put completely random characters into "City" and "Postal Code" and it will still return shipping rates.
I have added zones for the APO/FPO zip codes (added all of the zip codes, not just the "provinces"). If I add create zones for the remainder of the existing zip codes, will this force it to check zip code to match as well?
