What controls display of Paypal Express Checkout in Ship Est

I have Paypal gateway configured for the sandbox but I do not have any methods assigned to it. I also do not have a paypal method. But the Paypal Express checkout still appears in the shipping estimator sidebar.

Is this a caching issue or does it appear anytime the gateway is configured?

Its not a caching issue, its intended to be so. In fact express checkout is not a payment method its a complete checkout system that's why its there. People can checkout via PayPal express checkout instead of standard AbleCommerce checkout process.
