Add Product To Different Shipment

Hello,
When a user adds a product to their basket, I need to check for some criteria and if that criteria evaluates to TRUE, I need to put this item into it's OWN SHIPMENT.
WHERE in code can I perform this evaluation and add to it's own shipment? Where do products get added to shipments?

Okay, it looks like there is an option to "Ship Separately" in the Edit Product admin area... but it's at the PRODUCT level.
Is there any way I can do this at the product VARIANT level?
