Exclude Shipping to Canada per Vendor

I have a vendor that doesn't allow their products to ship to Canada. Is there a way to configure this at a vendor level?

If not, would this be an easy modification to make?

You can give it a try by doing something like this
Create one new warehouse that would be specifically for that vendor. Then associate all products belonging to that vendor with warehouse created for the vendor. Then create a shipping zone that have exclude filter for Canada. Finally create a shipping method and mark it available to only that new warehouse and newly created shipping zone. See if it works.
