Foreign province/ state not on shipping label

I have noticed that the province/state field is not always printed as part of the shipping address even though the customer has specifically put something in that field. For example a customer from France fills in the State/province field but that can only be seen if you go to "Edit Address" this will not appear on the invoice......I assume that is because the country itself does not use that info in postal delivery???? Can anyone confirm?

What is your application version? Can you explain some steps that might help in reproducing the case?

Version is 7.0.2

It is only on international orders as far as I can tell. Other then that I am watching to see if there is a pattern of some kind.
