Error when Configuring Email Templates

Need help. On the Admin site, when I try to Configure/Email/Templates, keep getting an error:

"Oops!
An unexpected error has occurred. The error message has been recorded for the system administrator. We apologize for the inconvenience."

First, Where is this error message being recorded. I tried to go to Help/Error Log, nothing there.
Second, I'm blind as a bat without not knowing what is going on. This is brand new install and nothing has changed.

I checked to see if there 15 files under App_Data/EmailTemplates/1/ and they are there. Check the names of the templates to whats in the Db and they match up. Not sure if I'm missing anything.

Any help at all is really appreciated.

Its hard to reproduce this because information is not clear.Could you explain what was objective you were trying to achieve with Email templates? Then what were exact steps from start to the point where you received error? This might help us narrow down the issue.
