CyberSource and WSE 3.0

We have a site in development that is using CyberSource as a payment gateway.
We have installed WSE 3.0 and it is showing up in C:\Windows\Assembly but we are getting an error.
Could not load file or assembly 'Microsoft.Web.Services3, Version=3.0.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.

It is also showing in this location:
C:\Program Files(x86)\Microsoft WSE\v3.0\Microsoft.Web.Services3.dll

We installed it after installing Able and have restored the web.config file from before the install.

Is there anything else we need to do? This is a rare occurrence for one of our sites to use CyberSource.

You may also try putting the Microsoft.Web.Services3.dll in Bin directory of your store.

We found out the problem WSE 3 won't work with Windows Server 2008- not a supported operating system.

hmmm ... bad. There must be some workaround.

Yes, switch to another gateway, which is what they did. I imagine Able will be coming out with a new implementation sometime if CyberSource has one that doesn't require WSE 3.
