New PayPal Gateway Not Saved...

Version 7.05 Build 14053

I am trying to Add a PayPal Gateway, and it takes around 5+ clicking on the PayPal button on the Add Gateway page to get the PayPal page to come up. After that, I fill it in, click save and go to methods to choose the PayPal method, but the drop-down to choose the gateway is grayed out, so it can't be created with the PayPal Gateway. I checked the Gateways and the PayPal is not in there. I have tried the several times with the same result... (does this mean I am dealing with insanity?)

Any ideas? (can I just set this directly in the database?)
