Shipping International does not work.

I am new to AbleCommerce with this being my first implementation but I am having quite a bit of trouble with the shipping rules for international addresses. I continue to get the following message when I try to get shipping rates on international addresses:

"No shipping methods are available for the current items and/or the given destination."

Also, I am getting the following error message in red after selecting the shipping address during the checkout process:

"No suitable shipping method available to ship the products in your cart. Please contact the merchant for assistance in completing your order."

I am using the following international addresses in my testing:

1.
Hotel Europa
Via Sentino, 3
60126 Ancona, Italy
071 888 096

2. (a very simple one)
Paris, France


For shipping methods I am using the UPS Online Tools. This has been setup without a UPS Account Number for testing purposes. It has also been tested with "Test Mode" enabled and disabled and it made no difference in the resulting error messages. With that shipping carrier, I have selected the following shipping methods:

- UPS Next Day Air
- UPS 2nd Day Air
- UPS Ground

Each of those shipping methods has no shipping tax code, no handling free, no minimum purchase, and all warehouses, zones, and groups selected.

In terms of zones, I have the original two "Alaska and Hawaii" and "Contiguous US" setup as well as another named "International" I have setup and tested the international zone in two ways. First way was excluding United States from the list and the second way including all countries except the United States. Both ways included all provinces and had no postal codes included or excluded. No matter how I have setup the zones, it has continued to result in the error messages described above. All international countries are of course added into the countries list.

I have been searching though the forums and I really can't seem to catch what I am missing to cause this. I have tried deleting and re-adding all shipping rules also. I could sure use some help with this because this should really not be this aggravating. Any and all help would definitely be appreciated.
