FedEx rates showing on Estimator, but not at Checkout

We have been fighting for some time to get FedEx rates to pull, and finally found that FedEx must have changed the URL that they use to obtain rates. Once that was corrected in our Integrated Carriers window we were finally able to pull FedEx rates in the shipping estimator. However, when you move forward to the checkout the FedEx options are not offered. Can anyone explain this, and provide a fix?

Hmmmm- that was for our 7.0.2 store. The same settings in our 7.0.7 development site are not working at all- no FedEx rates through the estimator or at the checkout. Has anyone else had issues with getting FedEx to display rates?
